A few pieces of info are missing.

First, are you talking logical standby or physical standby? The two have some significant differences. Knowing your version of Oracle would also help (it looks to be 8.1.7?) (logical standby not available until 9.x).

Second, putting the standby on the same host as the primary is supported, but requires some extra care. Have you carefully followed all the Oracle documentation for this special case? Are the business reasons for putting a standby on the same host as the primary well thought-out?

Third, the following from your post doesn't make a lot of sense to me, how do you convert an existing database into a standby? (it must be copied from the primary).

Fourth, physical standby DB's don't archive their own redo logs, they simply replay the archive redo logs from the primary (different story with logical standby). As Joel stated, starting with a valid backup controlfile is a necessary, but not sufficient step.
