how can I tell Oracle 9i to look on a network share for the tnsnames.ora file?

I have been asked to centralize the management of the TNSNAMES.ORA file. I read in another post that I could create a shortcut from my %ora home\network\ADMIN dir called tnsnames.ora and have it point to a real tnsnames.ora file on a network share. In the windows world a shortcut has an .lnk extension so I don't think this will work. I tested it quick and it failed. How can I tell Oracle 9i to look on a network share for the tnsnames.ora file? WIN2k clients
