To Create oracle 9i client installer

I have been trying to create oracle 9i client installer (to reduce the
size of the installer). I have already created the response file, and
have downloaded the limited required packages from the client machines
components folder. Now while running the set up in silent mode, it
encounters and error ' class not found sysman.oui while unzipping the
products.jar file'.
