i would say it was not helpful, as it was quite obvious that the OP needed help with the PL/SQL web toolkit
i don't think primary language was the problem, just familiarity with the technology
good (helpful) answers don't take questions at face-value but try to understand what the person is trying to ask -- a very basic communications (and social) skill
