Clearly documented. Replacement is SQLPLUS using the "AS SYSDBA" construct. Copying svrmgrl is not recomended - I suspect you'd be playing Russian Roulette with your DB.

Suggest you go back to the documentation: install, new features & concepts manuals - apparently in your rush to upgrade you missed some critical info.
