bitwise NOT operation in oracle

Hi Friend,

Does oracle support a bitwise NOT operation?

I have found bitand() function and other operation developed by using it, but how do i use this function and develop NOT operation?

Have somebody have already done it.

Any information provided will be greatly appreciated.
