Why? .server maybe. But for .misc: the article is related to Oracle, does not belong in any more specific group, and is within the terms of the group's charter.

The charter for that group says it is for commercial announcements; the article about PEAR DB was not commercial, so it is not appropriate for .marketplace.

PEAR DB is a database access library for PHP; PHP itself would be offtopic but database access tools are not.

If there were a comp.databases.oracle.free-software group or a comp.databases.oracle.announce, those would be more appropriate, but since those groups do not exist it's reasonable to put the message in .misc.
