 PEAR DB is a PHP database abstraction layer, which connects to Oracle, amongst other databases, as a wrapper around the native support supplied through PHP itself. It's included in the core PHP distribution; if PHP itself is topical, does this not have any bearing on an (upgradable) component of it?

 Given the following statement from Oracle:

 It would /seem/ to fit within the charter of comp.databases.oracle.tools at such time as Oracle Application Server 10g Release 2 (10.0.3) is released. When PHP is on the Application Server CD, PEAR DB will then be a 'tool available from Oracle Corporation'.

 This may depend on your interpretation of whether postings of a new version count as 'discussion'.

 Along the same lines: since Oracle already distribute Perl including the DBI module, the Perl equivalent of PHP's PEAR DB, would announcements of new versions of that be similarly labelled non-topical?
