Looking at the charter of that group it says
>Comp.databases.oracle.marketplace is a news group provided for

It does not seem to be the right place for non-commercial announcements. From reading the charters, they seem to better bleong on comp-databases.oracle.misc.
What part of the charter prohibits announcement of non-commercial projects (such as the free PEAR database access library for PHP) on comp.databases.oracle.misc?
