Changing binary representation of character set

Hello!

Is there a way to change the binary representation of some characters in a character set (Oracle 8)? I read something about an nlb file.

The background is that I want to change the sort order (NLS_SORT = GERMAN) for numbers. Right now the numbers are sorted to the end of my query, but I want them to be sorted to the beginning. Changing NLS_SORT to binary will make mistakes in sorting umlauts.
