OCIErrorGet problem with ORA-12154

I use OCI libraries in Unix environment (HP-UX) and I have the following problem :

When oracle error is the ORA-12154 ( COULD NOT RESOLVE SERVICE NAME)

I get the following error message :

"Error while trying to retrieve text for error ORA-12154"

Is this a problem with OCI installation or something else ???
