you must be working in SQL*Plus

'&' is the default 'define' character to indicate SQL*Plus substitution variables

either
a) SET SCAN OFF -- quick fix
b) Use a different tool to compile procedures -- like TOAD (free TOAD is still available at http://www.toadsoft.com/)

you really want to use something other than SQL*Plus if you're doing any serious web toolkit development
