I found this humorous. So, anybody, is it true and is it in 10G?

As far as getting the latest one, install Oracle into a new Oracle home (maybe on another machine?) and grab it from there. AFAIK, Oracle doesn't distribute them separately. See metalink note: 198699.1 and http://support.microsoft.com/support/kb/articles/Q233/2/97.asp if you have problems overwriting the dll.
