Tom Kytes Expert one-on-one is an excellent book that gives a good overview of the database and also is programming centric. Steve Feurestiens PL/SQL book is also a must if you plan developing in PL/SQL. For C / Pro*C or OCI i would recommend the manuals. On Tuning Kirti Deshpande's Oracle Tuning 101 is excellent (only surpassed by cary's new book )
