Oracle 8.1.7 Client on Windows XP?

Does the Oracle 8.1.7 Client work on Windows XP?

I've downloaded the client pack from Oracle's web site. When I uncompress it, I get a nice directory heirarchy that includes a setup.exe in the root. When I run setup.exe, I get the arrow w/ hourglass for a couple of seconds and then nothing.

When I try to run from the command line, I get the same behavior. Also, I get the same behavior if I move my uncompressed tree to a directory with no spaces, or if I burn it to a CD (once I figured out that I needed the Rockridge and Joliet extensions in order to get the directories and filenames right).

Does anyone have any suggestions for how I could make this client machine play with an Oracle 8.1.7 database?
