Ok how about copying the "Evil Empire" and introducing an intermediate language in the DB, along with associated compilers and an open spec for writing language compilers that compile down to OIL (Oracle Intermediate Language). You could write in PASCAL,COBOL,PLSQL,ADA ... and it would all be equally slick.
