The solution, as less than elegantly discussed so far, is to sit down with your DBA and work together on a solution.

As an end-user you can not solve this by yourself.

And the point of rules is to facilitate the organization's business. If this rule prevents you from doing your job find a work-around. One that comes immediately to mind is to have the DBA build what you need for you. Another would be to grant you CREATE TABLE for one hour or one day. A little imagination should present you with several more.
