• fact: Oracle Server - Enterprise Edition
• fact: Oracle Parallel Server (OPS)
• symptom: Startup second instance in parallel server mode fails
• symptom: ORA-01102 : cannot mount database in exclusive mode * cause: The init.ora parameter PARALLEL_SERVER=FALSE was set. Thus causing the ORA-01102 when the second instance was mount.

fix:

Set the parameter PARALLEL_SERVER=TRUE in the init.ora file.
