Depends on what you mean by your use of the word 'database'. If you really mean schema ... export / import. If you mean another database ... transportable tablespaces, export / import, database_link, advanced replication.

You've provided far too little information from which to formulate much of a response.

Unless the point of this request is fail-over I'd review Cobb's rules of normalization.
