ORA-12631: Username retrieval failed

I have an Oracle 9i database running on Windows 2000. Recently when i tried to use any of the tools such as the 'SQLPlus Worksheet', I get the following error:

ERROR:
ORA-12631: Username retrieval failed

If I do a 'Test' from the odbc driver, I also get the message. The odd thing is that my application that I use against the database does still work and I can log in. Any idea's would be greatly appreciated. Thanks in Advance.
