To have any choices in Enterprise Manager, you need to load the tnsnames.ora entries.
Read the help files and the docs to find out how.
Oracle is not a product that is easy to just 'pick up by doing' and without doing some serious reading, you will only
frustrate yourself..Also, why on earth are you using such an outdated version of Oracle?

read the Concepts and Server Administration docs, at a minimum..
If it asks you to register ( it is actually part of Technet at http://otn.oracle.com) do so..It is free and you will find
Technet to be one of the best Oracle sites around..( That is also where you can get the latest Oracle versions for
Downloading)
The 2 'default' ids for administration work are sys/change_on_install - ( it means you should change it once you log in the first time) system/manager ( change this one to)
