If it has value ... yes.

To be a physician requires a college degree, an internship and a certificate. To be an attorney (barrister to some of you) requires .... To be an engineer requires ....

If it has value ... yes. If it is just another piece of worthless paper ... give me a laser printer and two dollars and I'll print my own.

So far I have not heard back from ITC2 in weeks.
