All of Oracle's documentation (as well as sample code and Oracle Support monitored chat rooms) is available at Oracle's Technet at http://otn.oracle.com - free registration (& I'm please to note that I have not received any spam traceable to that registration in 3 years)

After registering, you can get to the docs slightly faster using http://tahiti.oracle.com or http://docs.oracle.com. You can also download the doc CDs free of charge.

I support Sybrand's sentiment - a very large portion of the questions asked here are readily answered by looking in the documentation.

As a result, you will generally get a warmer reception to questions by indicating which docs you have reviewed, or asking which docs to look at or finally indicating that the time pressure is such that you are looking for help in parallel with searching the docs. (That said - the volume of documentation can be overwhelming. I recommend getting very comfortable with the online search capability.)
