There are a couple of reasons a company will sit on an unsupported version:

  1. They have to because something they run requires it.
  2. They don't want to spend the bucks to upgrade because their app is stable.

The latter often get into an emergency upgrade cycle, sometimes because something they want is only in 9i.

I'd say, take advantage of the 9i features and don't worry about it unless you have customers that are 1. And even then, you may be able to talk them into running multiversion or that they need a new box for the DW anyways.
