jre not found at bin/jrew.exe

I am a complete novice.
I am trying to install the 9i Personal Edition on W98SE. Immediately prior to this I have (successfully) installed and deinstalled 9.2 full version.

as soon as I run startup.exe of the Personal Edition I get the message:
jre not found at bin/jrew.exe ...Univeral Installer cannot run.... Install jre 1.1.7+.

I have Javasoft 1.3 JRE installed.
Any suggestions ?

I just want the most basic installation of Oracle so that I can learn about Oracle/SQL/PLSQL on a *standalone* machine, create a DB, run queries, w/o having to get into client/server comms protocols (in the first instance).
Is this possible ?
