Agent Configuration Assistant failed

I am trying to install 9i Personal Edition on a Win 2000 PC. When I reach the Configuration Tools window, everything is configured successfully except the Agent Configuration Assistant. The messages I get are

         Parameter "orahome" = F:\oracle\ora92
         Parameter "nodeinfo" = NO_VALUE
         Agent Service Failed

What are the possible causes of this problem? What function does the Agent Configuration Assistant.provide? That is, do I reallly need it?
