You just might want to check out Oracle's native Text solution, variously known as Oracle Text or Intermedia Text or other things with the word 'Text' in them. Last I checked it was part of the base software, so not separate licensing required. Also has additional 'Google search-like' capabilities. A secondary thing to look at is UltraSearch, included (AFAIK) since 9i. All well documented, relatively easy to install, reasonably easy to maintain.
