Yes, you said it correctly, ACCESS may be a decent front end tool. It's database engine is however neither faster nor scalable.
If you want to learn Databases, use ORACLE or maybe SQL Sever.
If you want to play with GUI tools use ACCESS or maybe a JAVA IDE.
Just don't confuse the two.
