If your database is that antique, your OAS version may be that old as well. After you upgrade to 8.1.7.4 please use the HTTP server that comes with the database, or use 9iAS if a more sophisticated version of mod_plsql would be needed - and throw OAS 4 away. It's old and desupported as well.
