As Oracle9i has definitively dropped 'connect internal' you have to use the following procedure :

verify that the user who is the administrator of Oralce is in a user group named ORA_DBA,
use this user and
connect you by
1. sqlplus /nolog
2. connect / as sysdba or connect sys/change_on_install as sysdba If you have created an instance you maybe use conenct sys/passwd as sydba with passwd the password given to oradim for the instance creation.
