After more experimentation, I was able to get this configuration working as follows:

Platform: Windows XP Professional
Server Version : 9.2.0.2 in OraHome92 D:\Oracle\Ora92 Client Version : 8.1.7.4 in OraHome81 D:\Oracle\Ora81 ODBC Driver: Microsoft ODBC Driver for Oracle

Its a little slower than a traditional db_link but it works!
