SQL*Plus Worksheet (part of Enterprise Manager), and SQL*Plus are different. You need to clarify what you are doing and what errors you may be seeing.

SQL*Plus Windows GUI (sqlplusw.exe) and SQL*Plus command line (sqlplus.exe) are still available in Oracle9i Client for Windows.
