Newbie needs help

Hello everyone,



after I installed Oracle 9i I start "sqlplus /nolog". Then I execute 
"connect / as sysdba" and it tells me "Connected to an idle instance".
Now I try to create a user with "create <user> identified by <password> 
and it tells me:



ERROR at line 1:


ORA-01034: ORACLE not available



What does this mean and what am I doing wrong??
