The first thing you are doing wrong is installing desupported products of which 8.1.5 is not even certified for Win2k. Secondly you need to install Forms first in the *default* home, as Forms 6 doesn't understand the multiple home concept. Then you need to install 8i in a *different* home from the first home.
However, I would strongly recommend to upgrade to more recent versions.
