A "standby database" (in 8i) or  DataGuard (in 9i) might be what
you're looking for. Usually the changes are applied periodically (i.e.
after a log switch) or immediately (possible in 9i only), but it might
be possible to apply the changes "later". Go on tahiti.oracle.com and
look up the "Data Guard Concepts and Administration" (in 9i) or the
equivalent in 8i.
