Steven Feuerstein & Bill Pribyl's Oracle PL/SQL Programming from O'Reilly (I was lucky to win a copy of this book and found it very well written and packed with helpful information for all levels.) 3rd edition includes significant contributions from Jonathan Gennick and is updated for Oracle9i up to 9.2.

Thomas Kyte's Expert one-on-one: Oracle is also highly recommended.
