Since all you changed was the o/s (that was all, right?), then maybe it's something that got modified at that time. One group of files that would have been reset to their default are your server's network files for Windows.

Have a look at your c:\winnt\system32\drivers\etc\hosts file (yes, I know it says winnt, but win2k uses the same folder). Perhaps your network setup (not your Oracle network in this case) requires entries in your hosts file.

I had to change that file when the network folks moved one of the Oracle servers from behind one firewall to behind another. I discovered the discrepancy by typing the two network commands in a DOS window:

   ping <servername>
   tracert <servername>

They reported different domains:

   <servername>.<external_domain> [tracert]    <servername>.<internal_domain> [ping]
