import : only a DBA can import a file exported by another DBA

When I import a dmp file, I get this message :

Export file created by EXPORT:V08.01.07 via conventional path IMP-00013: only a DBA can import a file exported by another DBA IMP-00000: Import terminated unsuccessfully

The user who created the dmp file is not DBA. He has the CONNECT, IMP_FULL_DATABASE, EXP_FULL_DATABASE and RESOURCE.

Why does the imp tool say this ! How can I avoid this message ?
