Enteprise Manager Email Alert Problem

All,
I am just exploring functions of the Oracle Enterprise Manager version 9.2.0.1.0. console
I am exploring how to set up user block alerts on one of our test databases .
The system will send me emails when there are user blocks, but when i click the test button , under the
CONFIGURATIONS > PREFERENCES > NOTIFICATION (tab) and click the test button i get the error

"FAILED TO SEND TEST MAIL :VD-4280 The SMTP server could not be connected to.
Has anyone experience this problem before ?

What am i not doing right , bearing in mind that this is all new to me .

What i have done is 1.Create an event

                                2.Choose a test and in this case the test i
chose is USER BLOCK
                                3.Set notification

The test database is an oracle 8.1.7 version running on Solaris 8 .
