problem with changing a file

After getting into PL*SQL for 9iAS under win2K in a particular directory, I changed a file with an editor (textpad). When i ran it, the changes weren't there. Is there a reason for this?
How can I examine the contents of a file in plsql? (I have looked at the commands, but EDIT looks the closest)
