Why I don't use all_tab_columns

Here we go,



I tried to use all_tab_columns but it hasn't worked.



"SELECT DISTINCT OWNER FROM ALL_TAB_COLUMNS" returns only nine
owners.


If doing the same as dba I get 49 owners in return.
Am I missing some rights?



Any further suggestions are welcome.
