  1. Familiarize yourself in depth with RDBMS concepts and technology before wondering about Oracle.
  2. Oracle develops few applications but it's bread and butter is RDBMS. You can visit Oracle website at http://www.oracle.com and search for some material.
  3. Buy a book or go thru an Oracle boot camp...one that does not promise you a certification at the end...trust me on this one.
  4. While going thru the boot camp...download free Oracle software and install it on your home PC...learn hands on.

It could take from 2 to 6 months (Depending on your previous skillset and learning ability) before you get comfortable with using Oracle.
