The obvious reason you don't find an answer is there are simply no fixed criteria, and they are highly dependent on your situation. Both thresholds you mention look pretty low, but then you don't provide any clue as to in which context you want to use partitioning. You seem to want a generic 'rule'. The only generic 'rule' is IT DEPENDS
