Not sure what you mean by "run command line" from stored proc. If you are asking if you can execute an OS command from a stored proc, the answer is yes - essentially, with only a few restrictions, you can do anything in a stored proc (which makes sense!) that you can do in Java - you have the full power of Java at your disposal.
