Simon,

Take a look at glogin.sql and login.sql files. You can add settings in these files and they are read when you start up SQL*Plus. See:

You might also want to take a look at iSQL*Plus. iSQL*Plus is available with Oracle9i 9.0.1 for Windows, or Oracle9i 9.2.0 (most platforms).
