OEM is Oracle Enterprise Manager, which is a management product (or set of products) used to manage Oracle software.See http://technet.oracle.com/products/oem/content.html for more information than you probably want. The Intelligent Agent is the service on the database server that carries out tasks in this management environment. If you aren't managing your database via OEM then there is no reason to start the agent service. (Or indeed the data gatherer service if you have one of those). Whisper it not abroad but I quite like OEM but there you go.
