For starting out, get a copy of Oracle 9i DBA Handbook by Loney on Oracle Press. Then, read Tom Kyte's Expert One-on-one Oracle on Wrox Press. Then, read Jonathan Lewis' Practical Oracle 8i on Addison Wesley press.

But most of all, read the Oracle documentation, front to back and the to front again!!!
