I just ripped this from Metalink:

Here is how you fix your problem: Copy the installation CD to a temp directory on the local hard drive. Do a search on that directory for a file called "symcjit.dll". When you find it, rename it to anything like symcjit.dll.save. Then rerun your installation from the hard drive, not the CD.

The problem is that symcjit.dll has a problem running on Pentium 4 machines.
