Nope. It is always true. Some tools have an 'auto-commit' mode which means that the tool performs commits for you. You might find it worth your while grabnbing a free subscription to technet. (technet.oracle.com) and then reading the Oracle Concepts guide. The documentation is also searchable at tahiti.oracle.com but this won't work until you have a technet account.
