It is called Enterpise Manager in the Oracle world.

Hmm.. running SQL*Plus in a window and cutting and pasting from a Notepad editor? Works for me when it comes to bare basics. :-)

You can also try SQL*Worksheet (Oracle product). Or TOAD (freeware and shareware versions available).
